Good point. But there are a few things that could explain not meeting the tourists:
1. If they have the technology to time travel they may also have the technology to be invisible.
2. When they travel into the past, they are unable or not permitted to carry technology from the future, which means they cannot prove to anyone they are from the future so they are considered crazy. I mean, would you believe someone that told you he's from the future if he has no hard evidence? In that case, the only way they could prove to you that they are from the future is by telling you about the things to happen in the future, but if we take the parallel universes theory into the account (which means that if you travel in time, you are probably in another parallel universe, and that means different history) it means it probably won't happen
3. They are not physically present in the past. They may have a technology like time periscope.
